DEVELOPMENT SERVICE DISTRICTS
A Development Service District, or DSD, is a designated area where the County encourages future growth and development. These areas either already have or are planned to receive essential infrastructure such as water, sewer, and road improvements. Land outside the DSD boundaries is intended to remain focused on agricultural uses, environmental conservation, and maintaining the County’s rural character. The goal of DSDs is to concentrate development where infrastructure exists or is planned, helping to reduce pressure on rural areas and prevent urban sprawl. Since establishing DSDs in 1991, the County has consistently reinforced its commitment to directing growth to these areas with adequate public infrastructure—both existing and planned.
